Women still have a long way to go before they can boast equality with men in high-profile job positions.
A Cabinet Office survey released Friday found that women account for only 2 percent of managers in government ministries, up just 0.1 percentage point from a year earlier.
At private companies, the figure was 3.6 percent, up 0.6 point.
The government aims to raise the percentage of women in decision-making positions--division chiefs or higher--to 30 percent by 2020.
But only four of the 37 career fields surveyed met that target. Among pharmacists, 67.1 percent of the senior positions were held by women.
The lowest figure of 1.3 percent was for heads of municipal governments.
