The Tokyo metropolitan government spent 500 million yen to produce a 10-minute promotion film as part of its failed efforts to host the 2016 Olympic Games.
The film, produced by advertising agency Dentsu Inc., outlined Tokyo's plans for the Games, showed children playing sports around the world and featured other images.
It was shown at an International Olympic Committee meeting in Copenhagen in October.
The expenditure, disclosed at a metropolitan assembly session Wednesday, drew criticism from movie production experts and even some senior metropolitan government officials.
Metropolitan government officials in charge of the project said the outlay was appropriate because the film was expected to play a key role in winning the right to host the Olympics.
