Japan and China filed protests against each other over collisions between two Japanese patrol boats and a Chinese fishing boat in waters off the Japanese-controlled Senkaku Islands in the East China Sea on Tuesday.
In Tokyo, a senior Japanese Foreign Ministry official called in a Chinese diplomat to file Japan’s regret over the collisions. Mitsuru Kitano, deputy director general of the ministry’s Asian and Oceanian Affairs Bureau, lodged the protest with Liu Shaobin, minister-counselor at the Chinese Embassy in Tokyo.
In Beijing, Chinese Foreign Ministry spokeswoman Jiang Yu said at a regular news conference that China is gravely concerned about the collision. ‘‘We have lodged solemn representations with the Japanese side,’’ she said.
Earlier in the day, a Japanese patrol boat and a Chinese fishing boat collided in waters off the disputed Senkaku Islands, known as the Diaoyu Islands in China and the Tiaoyutai Islands in Taiwan, the Japan Coast Guard said.
No casualties have been reported from either vessel, it said. No fuel leaks have been reported.
The Chinese fishing boat’s bow hit the 1,349-ton patrol boat Yonakuni’s stern at around 10:15 a.m. in waters some 12 kilometers north-northwest of Kubajima island of the disputed Senkaku islet chain.
The Chinese trawler, which was operating in Japanese territorial waters, also collided with a Japanese patrol boat named the Mizuki some 40 minutes later at around 10:55 a.m., the Japan Coast Guard said.
The Chinese boat collided with the patrol boat Yonakuni after it repeatedly issued an order for the Chinese vessel to leave Japanese territorial waters, the Japan Coast Guard said.
The Chinese vessel pulled up its fishing net and began to sail, it said.
A fleet of three Japanese patrol boats chased the Chinese vessel, which fled the scene. Six Japanese investigators boarded the Chinese ship at around 1 p.m. after it stopped.
A total of 22 personnel boarded the Chinese vessel and questioned its 15 crew members on suspicion of violating Japan’s fisheries law for allegedly rejecting the Japan Coast Guard’s inspection.
Meanwhile, Japan’s Land, Infrastructure, Transport and Tourism Minister Seiji Maehara said at a news conference Tuesday that any foreign vessel can sail through Japanese territorial waters under the principle of innocent passage but that no foreign fishing boat will be allowed to operate there.
Maehara, who has jurisdiction over the Japan Coast Guard, said he has received no reports on warning shots by Japanese patrol boats. He also noted the need to confirm all facts behind the collision.
In Beijing, China’s official Xinhua News Agency quoted spokeswoman Jiang as saying the Diaoyu Islands and its adjacent islets have been Chinese territory since ancient times.
China urged Japanese patrol boats to take no actions to safeguard their so-called rights in waters off the Diaoyu Islands and refrain from taking any action that would threaten the security of Chinese fishing boats and their crew, Jiang was quoted as saying.
‘‘We will closely follow the situation and reserve our right to take further action,’’ Jiang said.
In Tokyo, the Japanese Foreign Ministry’s Kitano told Chinese minister-counselor Liu that the Chinese fishing boat entered Japanese territorial waters and operated unlawfully, Japanese officials said.
In June 2008, a Taiwan pleasure fishing boat and a Japanese patrol boat collided in waters off the disputed islands. The Taiwan ship sank but all the passengers and crew were rescued.
The Senkaku Islands are a group of uninhabited islets located in the East China Sea between Okinawa and Taiwan. They are part of the city of Ishigaki in Japan’s Okinawa Prefecture.
China and Taiwan are said to have started claiming sovereignty over the islands since offshore resources around the islands came to light around 1970.
The fisheries law sets penalties of imprisonment of up to six months or a fine of up to 300,000 yen for those who reject inspection.

Chinese discount carrier Spring Airlines will offer a 4,000 yen one-way ticket between Shanghai and Ibaraki Airport, about 80 kilometers northeast of Tokyo, from September 15 to 29 on a total of 14 flights, it said Wednesday. The discount fare will apply to around 10 percent of the total 180 seats per flight, while fares for other seats are set at between 8,000 yen and 26,000 yen.
Spring Airlines launched chartered flights between the two destinations in July, and has recently received approval from the Ministry of Land, Infrastructure, Transport and Tourism to offer the 4,000 yen ticket.
The airline will accept online reservations for the discount tickets from Aug. 30 to Sept. 2, and will continue offering the ticket beyond Sept. 29 if the ministry permits.

The trinket--Totoro
A well-known property in Tokyo dubbed “Totoro’s home” reopened as a park Sunday based on a sketch by Hayao Miyazaki, creator of the popular character in the 1988 animated film “Tonari no Totoro” who cherished the spot filled with trees and plants.
There are more than 100 kinds of plants on the 840-sq.-meter property in Suginami Ward, and components from the house that once stood there before it burned down, including red roof tiles, were used for a restroom facility, a local official said, referring to efforts to create an atmosphere that would make visitors feel Totoro would live there.
The Suginami Ward office had planned to maintain the house and transform the property into a park at the request of neighbors even before the fire broke out in February 2009.
The wooden structure, built in the early 1900s, became a popular spot after Miyazaki wrote about it as “a house that makes us feel nostalgic and the Totoros would love to live in.”
Ei Kondo, 85, who lived in the house, expressed hope that a lot of people will visit the park.

The Japan Pavilion yesterday welcomed a group of Chinese students from Jiangxi and Qinghai provinces as part of an exchange program between the two countries. The young people also visited the pavilions of their own provinces.
These students came from homes ruined by floods in Jiangxi in June and by a 7.1-magnitude earthquake in Qinghai in April.
The organizers hoped their program, “Connecting the Hearts: Journey of harmony for Teenagers,” would help the students to regain confidence in life, understand the importance of living in harmony with nature, and build friendship with Japan and the world.
A student from Jingdezhen, the “porcelain capital” in Jiangxi, said he realized that the environment was as fragile as chinaware. He was impressed by the high-tech, eco-friendly inventions at the Japan Pavilion and he would devote himself to rebuilding his hometown and protecting the environment.
The program was organized by the Japan-China Friendship Association for Children and the China Communist Youth League’s Jiangxi and Qinghai committees.

Asahi Breweries Ltd. said it hopes to expand ties with the Lotte group, with which it already has a beer sales partnership, as the firm tries to turn around its struggling soft drink business in South Korea.
Asahi’s plan to work more closely with the Lotte group, the top maker of nonalcoholic drinks in South Korea, comes after the Tokyo-based firm decided to sell its South Korean subsidiary, Haitai Beverage Co., whose sales have been sluggish, Asahi officials said.
Asahi, popular for its Super Dry beer, wants a new soft drink partner in South Korea after concluding Haitai probably won’t be able to turn around its business, the officials said.
The brewer is speeding up negotiations to look for a buyer for its loss-making subsidiary while aiming to expand its operations in South Korea by teaming up with Lotte in product development and marketing for both the beer and soft drink businesses.
Lotte distributes Super Dry in South Korea, as Asahi bought a 15 percent stake in Highstar Co., the South Korean company’s liquor import unit, in 2004. Asahi owns a 58 percent stake in Haitai.
In the business year that ended last December, Haitai logged a ¥2.9 billion operating loss and is expected to stay in the red on an operating basis this year with a projected loss of ¥2.4 billion.
